I appreciate everyone involved in Tuesday night’s Forum, from the organizers, the candidates and the voters who took the time to get informed. My opponent was not in attendance and his statement was read after I was excused, so I will take this opportunity to respond and wish him well with a quick recovery.  As I stated in my introduction Tuesday night, this entire year my campaign has been solely about what I know I can do for you.  Let me share some facts about this office I love.  
 
The Rowan County Clerks office must operate in uniformity with all 120 Counties across the state.  Meaning that all counties use the same hardware and software for vehicle transactions.  Ky COT, Commonwealth Office of Technology, updates each Clerks office with new computer systems on a 5 year rotating schedule.  So yes, our current clerk is correct, Rowan County got new computers his first year in office. Just as in 2009, 2014 and will again around 2024, REGARDLESS of who the clerk is!! 
 
As I stated Tuesday night at the Forum, the vendors currently being used by Rowan County Clerks office, Software Management and Harp Enterprises, are tried and true!  They have been conducting business for many years and were selected as vendors by prior clerks Ottist Elam and Jean Bailey to service Rowan county’s voting, recording and bookkeeping departments.  I attended a training session in March 2018 held by State Vendor Tenex and State Board of Elections.  We learned how the new E-poll books would be used versus paper rolls and how to train our poll workers on these new devices.  Two precincts used these devices in the 2018 Primary and General elections. After such positive feedback, they became available statewide, for each precinct in the 2019 Primary Election. 
 
The Clerks office was awarded a grant for $220,000 to use toward the purchase of new voter equipment.  I know because after his initial application received $14,000, I then answered a call, completed a questionnaire and obtained information they requested to complete a second part of the grant and was awarded another $206,000, to make the grand total of $220,000.  I believe as an office we must all work as a team.  I will do my best to ALWAYS acknowledge all contributions to our office, as a TEAM! 
 
In 2020, when the Covid pandemic hit, myself along with three other deputies worked on the front line handling vehicle transactions.  I worked the bookkeeping department in the evening.  Our chief deputy covered the deed room. We issued marriage licenses to couples from different counties and states, the same as several other counties did.  All Courthouse officials worked together to get walk-up windows installed for our office and the Sheriffs office to help assist those customers that weren’t comfortable coming in the building.  State Board of Elections along with Secretary of State required ALL counties to have drop boxes available for absentee ballots, as this was the first time they could be requested WITHOUT a specific reason!  
 
Social media accounts have been created and used during the current administration, more so than ever before.  When The Morehead Newspaper closed we had to have a way to advertise and inform.  Government social media accounts have a completely different set of rules than our personal accounts do.  Following the laws for EVERYTHING in government is so important.  I will always be a clerk that WORKS FOR YOU!! 
 
The Clerks office under my administration will be 100% customer service based! It will be an office of Honesty, Integrity, and Accountability.  I will always show up for YOU!!  I truly have loved my years of working in the Clerks office and look forward to returning in January!

Some informative information relating to your County Clerks office:

 

The County Clerks vehicle systems are a statewide system, used by all 120 Kentucky counties.  The state has a schedule of hardware updates, in which each county will receive new equipment as necessary.  All state hardware and software are maintained and updated by state technicians, this assures each county operates the same.

 

The current vendor for the Rowan County Clerks office website, bookkeeping and deed room is Software Management.  As data breach policies change for government agencies, much more information is available digitally.  As few as 2 1/2 years ago, our office was not allowed to email deeds to customers, now we can E-Record documents. This vendor does an excellent job with security and equipment, and has been Rowan Counties choice since the early 90’s.  The current contract with this vendor is on a 5-year renewal schedule, which ensures the county runs seamless during any administration changes.

 

The states election process has undergone many updates and changes over the past several years.  As we know this takes training and dedication to stay in the know.  As a state in whole, these changes are to ensure safety and security in the election process.  Rowan County Clerks office vendor is HARP Enterprises, again the same vendor used for many years.  Over the years, I have seen many different machines and voting updates, and I have no doubt things will constantly change and improve.

 

As your next Rowan County Clerk, our office will be one of transparency, honesty, kindness, and hard work. Our office duties, responsibilities and spending are all mandated by KRS laws.  Taking care of every customer, while being a good steward of Taxpayer dollars, will be a top priority.  Our office will work well with Fiscal Court to ensure our budget stays accountable to you, the taxpayers, as every penny coming in and going out of this office, is your hard earned, taxpayer dollars.

 

My hope is for, YOU, the Voter, to make an informed decision, as November 8th, will be here before we know it.  I am sharing this information, knowledge, and research with you, because Our vote counts for Our community, Our state, and Our country!

My goals for the clerk’s office are very simple:

Work Hard and Have a Great Day!

  1. Having friendly, efficient, fully trained deputies that can wait on each customer.
  2. Professionalism and integrity at work for ALL citizens of Rowan County.
  3. The clerk’s office under my administration will be one of transparency, honesty, and fairness.

Most operations and duties of the Clerks office are mandated and governed by state KRS laws and restrictions. Computer hardware systems are updated on a calendar schedule statewide every 5 years and maintained by State technicians. Software programs are constantly being improved and updated, again at a state level, as ALL COUNTIES, must use the same system.

Vendors chosen by each county are a decision made by the Clerk. The current Vendor for Rowan County has been the same since the early 90’s and are used by a majority of the Clerks offices as well as other government offices. The systems they have designed for the Deed rooms and bookkeeping strictly adhere to the State guidelines and are top notch.

The state rolled out the DRIVE.KY.GOV website and shortly after Rowan County courthouse moved to the current location in 2011, online renewals began. Then in 2015, the state revamped their website, and it is being shared by hundreds of other websites across the state, therefore increasing accessibility. Through the state website you can access your license plate renewal, apply for personalized plates, inquire about your vehicle taxes paid, print any forms needed for the Clerks office. As well as access to your Drivers License renewal and information. Of course, in person or mail in renewals have always been an option.

In March of 2018, State Board of Elections along with Tenex held e-poll book training at the Morehead Conference Center. We learned how to use them and how to train the poll workers, and they were used for the first time during the 2018 primary Election. When the state saw the popularity of e-poll versus paper roosters they agreed to purchase enough for the whole state. The state funded E-poll books were delivered to every county in time for the 2019 Primary Election and we were able to train the poll workers.

My time in the Rowan County Clerks office and in any position, I have ever worked, has taught me there is no I in Team. To fulfill our goals and make this the best office in Rowan County the only I, I want to use is:

I plan to lead an amazing group of deputies daily in our duties to the office and the people of this county we all love and call home!!

My name is Kristi Bailey, I am running for Rowan County Clerk on the Republican ticket. For those of you that do not know me, I am a Rowan County native living most of my life in the Cranston community. My parents are Donna Lewis and the late Ed Smith Jr. My grandparents were Carlos and Edith Logan Lewis from Cranston and Ed Smith Sr and Juanita Stewart Smith from Haldeman. I have been married to Darold Bailey, Jr for almost 18 years. Together we have five children, he came with three beautiful daughters, Leslie, Chelsea, and Alexis, and together we have a son Trey and a daughter Emma.

I started working my first job when I turned fifteen at a fast-food restaurant, then waited tables and next a sewing factory. At 22, I decided to go back to school to study business/office management. While attending school I worked nights and weekends at Arby’s. In March of 1999 I started working in the clerk’s office on an internship with Rowan Technical College and was hired upon graduation.

Over the course of my years in the clerk’s office I have worked in the deed room, on the front line, with the voter department and managing the bookkeeping. I have explicit knowledge of the operations of this office. My proven work ethic and love for this office are what makes me the right choice for Rowan County Clerk.
